I remember talking with my mother in law, who is German, about the European cities setup. She said because those cities were built centuries ago where there's no car yet and their mainly transportation is by foot or horses (with or without cart/carriage). And she said most European old cities don't change the layout. When car arrives, they just build the surroundings with roads accessible for cars.
