I remember on trains in Kyoto, the Japanese tourism department has to give signs "No phone calls on the train." I assume plenty tourists make that mistakes too many times. I asked my former Japanese boss about it and he said jokingly, "Not everyone wants to hear your voice", which when I think of it, "Fair enough." It might be related to the Japanese culture where it's not about you, it's about respecting the society kind of way.
